Owner/managers don't care about neighborhood or tenants
As of 3/23/23, there is a huge pile of furniture that has been there for at least two weeks and has been growing. Appliances, mattresses, dressers, tables, chairs, clothes, shoes... literally enough to fill a house. The building is poorly maintained. It was recently "remodeled" but they pretty much just put lipstick on a pig. All or most of the units are recently remodeled using cheap labor and cheap materials. It's roach infested. Every time a unit is remodeled the adjacent apartment gets... invaded by hundreds of roaches. Redwood City is a great place to live and it's expensive. This building is an embarrassment.

Management does not care about tenants or building
I've lived here for over 5 years, starting with the original owners to the current ones using IPS Management. There is construction at all hours, with workers apparently staying in the units overnight. Water is shut off with no warning, just an apology that they're fixing something (caused by their frequent construction). IPS and apartment manager are not responsive either, and the only thing they seem to do is take your rent check, I never see any upkeep being done beyond construction work -... trash is always overfilled, paint is peeling, etc. The worst is that doors are constantly propped open for construction workers, and packages are stolen repeatedly.
