Old apartment complex, stuff constantly falling apart, the new management sucks. They're putting in all the efforts to put lipstick on a pig, but it's still a pig!
The single pane windows are horrid and are awning type windows... most w/o screens, cold as heck in the winter and hot in the summer. The third floor is unbearably hot, so do yourself a favour and keep to the bottom two floors.
Landscape is taken out and filled in with piles of rocks and lots of transients wander through the... yards all the time.
