I genuinely like the apartment layouts, the look of the property, and the location. However, for the amount residents pay in rent, amenities, and additional fees, I don’t feel those expectations are being met.

When I moved in, my dishwasher didn’t work, several lights were out, and my garage light wasn’t working. These are issues that should have been fixed before move-in, yet it took nearly two weeks after submitting maintenance requests to resolve them. A few months later, I also dealt with a... roach infestation.

One of my biggest frustrations was when my air conditioning went out for over a week and a half. The only accommodation provided was a window unit, which was nowhere near enough during the Texas heat. I don’t feel I was properly accommodated for such a major inconvenience.

The payment system is confusing and charges extra fees depending on how you pay. There has also been frequent turnover in the leasing office, making communication inconsistent. Maintenance requests are often delayed or overlooked unless you repeatedly follow up.

The amenities have been the biggest disappointment. We were promised a year-round pool, but it has been closed for most of my lease and has only been open a couple of weeks this summer because it’s constantly “under treatment.” As a parent, it’s frustrating because my kids haven’t been able to enjoy an amenity we’re paying for.

The fitness center has outdated or broken equipment, the lobby often doesn’t have the complimentary water that’s advertised, and the community gates are almost always left open. If this is supposed to be a gated community, the gates should actually be closed to provide the security residents are paying for.

Overall, I don’t hate living here. I appreciate the affordability, layout, and location, but the repeated maintenance issues, unavailable amenities, and lack of follow-through have outweighed the positives. Do not apply to The Spencer at Park Row if you have an Emotional Support Animal or require any accommodation.

I was approved as an applicant but ultimately did not sign a lease because the property failed to provide a fair-housing-compliant lease in a timely manner. Although my accommodation was acknowledged in part, full approval was repeatedly delayed and conditioned on a third-party screening service rather than being handled directly by the housing provider, as required.

Communication was... circular, responsibility was repeatedly deflected, and no clear or timely resolution was provided. As my existing lease deadline approached, I was forced to secure housing elsewhere to avoid being without a place to live.

Prospective tenants should understand their rights under fair housing law and be aware that third-party services such as PetScreening are not legal authorities and are not required by law. Housing providers remain fully responsible for accommodation decisions and compliance, regardless of what vendor they use.

Based on my experience, this property demonstrates a serious lack of accountability and competence in handling accommodation requests. Proceed with extreme caution and get everything in writing. Read More

Regret moving here and cannot wait until my lease is up . Maintenance requests take weeks to get solved at times , bugs and roaches are a serious issue as pest control didn’t even help, people leave their stinky trash outside of their doors on days where they know trash will not pass so it stinks around here , the office communication is horrible they tell you one thing and never hold their word . The gate has been broken for months so there’s no safety The tub was filthy you can tell they just... painted over the filth just being cheap and not replacing the bath tub. There are cracks in the baseboards where I’m sure bugs enter . I have had to go in the office several times just for a maintenance request to be filled . Yall need to hire more maintenance staff .The light switches are wired incorrectly .They do not inspect these units before you move in when i moved here 6 months ago everything was broken ! If you are looking for a safe place to live, this is not the place. The complex manager will ignore you. The office staff are liars. It’s just a check for them, they do not care. Maintenance show up when they feel like it. The key to my apartment has been lost about 4 times. The list goes on, i just do not have enough room to type it all out. I do not recommend this apartment complex to anyone.

They have hidden fees everywhere and neighbors suck I'm moving asap. Gates never work. Small Apts. for the price. Forever to get maintenance. Rude office staff. looking for a new place for the new year.
