I would strongly recommend avoiding Woodward Court, Philamer, and North Royal Oak. All three properties are managed by the same company, and unfortunately the same issues exist at all of them.
For the longest time, there was rarely anyone available in the office to answer questions, help tenants, or process work orders. Getting anything handled was unnecessarily difficult and often felt like tenants were left to figure things out on their own.
The rules are a joke and are enforced selectively.... Tenants are told they cannot smoke in their units, yet employees openly smoke on the property without consequence. The same double standard applies to vehicles. Management can store and work on non-running vehicles, while tenants would likely be cited for doing the same thing.
Professionalism is severely lacking. Employees have openly argued in front of tenants on multiple occasions, and management appears to tolerate behavior that would be unacceptable in most workplaces. The office often feels more like a hangout spot than a professionally run apartment community.
The emergency maintenance process is equally frustrating. There is little point in having an after-hours emergency number if nobody answers it or if legitimate emergencies are simply told to wait until morning anyway.
Maintenance is inconsistent at best. Expect to make multiple calls because repairs are often delayed, incomplete, or need to be redone.
To be fair, Dave and Bryan deserve recognition. They have always been respectful, knowledgeable, and helpful. They answer questions, treat tenants professionally, and seem to genuinely care about doing things correctly. If more employees followed their example, these properties would be in much better shape.
The location is honestly the biggest positive. The pool could have been another, but it was often dirty or filled with loud, rowdy people.
Overall, these properties are poorly managed, poorly maintained, and frustrating to deal with. Save yourself the stress and look elsewhere.

North Royal Oak
The apartments are beautiful although the hardwood floors require more cleaning I love the apartment. The rent has went up since I've been here which sucks because it's more expensive. The only complaint I have is the front office. Everyone is nice but if I have a question or concern I can never reach anyone there because no one answers the phone in the office. I'm thinking of moving soon but all in all I would recommend this apartment.

Great location, minimal staff
I really enjoy living here. Its a more residential atmosphere and has a great pool and nearby park. $25 monthly charge for water. My issues with the property mostly stem from a lack of office staff. The reported hours are neglected regularly and it is hard to get a hold of someone by phone or email. Maintenance is pretty competant and timely so long as you call them directly and bypass the front office.
