How Is This Rating Determined?

Tried to secure rental information long distance-

No response to my inquiry and questions for months, then finally, very rude, short reply in one sentence stating that 'Yes, there is availability.' These people are rude and unprofessional and do not want to be bothered to do their job. I even called the builders office and the phone just rang and rang...I can't imagine how horrendous it could be as a long term renter, once you've signed a lease.
